They do it to hold back the shooters. They are just building hoops to jump through hoping the cost will prohibit the project form happening. Around my area I have seen huge arguments start up over newer local shooting ranges trying to get started. The locals demonstrate, call the news, and make a terrible fuss over putting up a little old indoor range. They cite, safety issues, pollution, and potential noise issues as a reason to scrub these projects. Its a shame. People will own guns and practice their sport regardless if ranges are available, and I would rather have them be able to practice their shooting sport in a supervised environment with professional saftey standards than have to go to some guys field and just let loose any old way they feel like. The sad thing is, here in Georgia I can think of good tracts of land that are public property which have been cleared but dont see use other than being a local teenage make out spot on the weekend nights. Public ranges out to 500 yards would be a great use of the space.

The back of the building was OPEN (ventilation) with a 30 ' high berm (backstop) completely held in by railroad ties. It's just a fact around here, the county has to have their nose in everybody's business. :(

they will have to have insurance for the range also. we had to redo the insurance at my club this year and i'm on the board of directors. we will have a $5,000,000 liability plan. there's so much that is needed to start a new range that nobody knows about. if our range had not been in operation since 1964 we would not have a range there now. it's not as easy as you would think. so much planning, county, city, state regulations that have to be followed. it's almost impossible to start a new range.
