What confuses you in the rules?

I am working with Doug Edney to help clarify our rules. We are looking at the 2016 rules posted on the main page.
We are not trying to add or remove anything but just clean up inconsistences and/or conflicting statements to make the rules easier to understand.
Once we have completed our review Doug will submit the revision through the proscribed channels for HQ review.
I would like to know from other shooters what causes confusion when you read the rules.
Are there areas that need more information, less information or what?
I have shot IHMSA so long that I just follow rules from years ago but any new shooter may have a hard time understanding things in the rules.
The effort may not get very far but we would like to try anyway.

NOTE: The latest rules are dated 2016 but I have looked at the past 2015 and 2016 issues of the IHMSA News and could not find any mention of the rules being updated from the then 2014 version.
If anyone can point me to the reasons the 2016 rules were created and approved I would like to see what changes were made from the 2014 rules.

Under Practical Hunter rules, item number 3, what exactly defines "as manufactured" and "cosmetic". A strict interpretation of this clause means no alterations to any internal parts can be made, like tweaking a trigger spring, and perhaps no replacement of any external parts, like a different design forend on a Contender. A forend of a different shape can be a functional change, which goes beyond cosmetic.


1. Any hunting style handgun with a maximum length of 21 inches.
2. Optics are allowed up to a maximum of 6X power. The use of higher variable power scopes will be allowed, But they must not be used over 6x during the course of fire. The use of fixed power scopes over 6x is not allowed.
3. Guns must be as manufactured with only cosmetic modifications.
4. Ported barrels are allowed as long as they are shot from a SAFE position.
5. A rest such as a bipod or a sandbag supporting the barrel in the prone position may be used by an unclassified shooter and by shooters in classes A and AA.

I think it should be. And the rule needs to be rewritten to reflect that.

Wouldn't that be in conflict with Rule 3 above? Unlimited allows mods way beyond "as manufactured" and "cosmetic". Or am I missing the point?

Charles,I would be the first to agree with you! I argued that back & forth! I bought a TC thinking it was the only way legal!
Phillip Braud told that a 10 inch Anschutz was legal!
I Contacted the powers in charge & ask for a clarification.As per Dell Taylor it’s a UAS class,anything goes!
That needs to be updated to the PH classification rule book!
