2024 IHMSA rule proposals-deleted

The rule proposals previously cited were not submitted in accordance with established procedure and have been withdrawn. It was my error, I stand corrected and apologize to all for any inconvenience caused.

Wouldn't it be practical for Proposal #2 be more generally written as:

Current:
Section VII: Cartridges
3. Field Pistol Cartridges and Practical Hunter Short Course
a. Straight-wall, center fire pistol cartridges of standard manufacture with a maximum case length of 1.29 inches, as specified for that cartridge.

to:

Proposed:
Section VII: Cartridges
3. Field Pistol Cartridges and Practical Hunter Short Course
a. Center fire pistol cartridges of SAAMI or CIP approval with a maximum case length of 1.29 inches, as specified for that cartridge.

Note that there is already a rule that damaging targets in any category with "over-powered" cartridge loads is against the rules:
Section VIII: Targets
7. Excessive Target Damage
a. Any club sponsoring an IHMSA-sanctioned match shall have the right to bar or disqualified any handgun, cartridge load, and/or competitor at any time before or during a match when it comes to the attention of the club that the silhouette targets are being damaged by bullets being fired by said competitor. Maximum allowable bullet penetration shall be 1/8” on mild steel targets and 1/16” on tempered steel targets r nearest metric equivalent(s).Excessive Target Damage
